Brazil's watchdog clears owners of 50-MW wind plants to operate as IPPs

Mar 27, 2014 - Brazilian electricity sector watchdog Aneel allowed two renewable energy developers to build and operate wind power farms with combined capacity of over 50 MW as independent power producers (IPPs).

According to decrees published in the State Gazette yesterday, the authorisation was given to the companies Ventos de Santa Brigida VII Energias Renovaveis SA and Sao Galvao Eolica SA, which will build the 29.7-MW EOL Ventos de Santa Brigida VII and 22-MW EOL Sao Galvao, respectively.

EOL Ventos de Santa Brigida VII will have 11 turbines, of 2.7 MW, each. The facility is located in the Caetes municipality, in the northeastern Pernambuco state.

EOL Sao Galvao, to be located in the Itapipoca municipality, northeastern Ceara state, will have 11 turbines of 2 MW each.

The regulator's approval is also valid for the facilities' adjacent transmission systems.

All turbines at the plants and their transmission systems should be launched by September 1, 2015.

Being IPPs, the three companies will be able to sell their surplus energy and distribute it to large consumers, paying concessionaires for the use of transmission lines. The main difference between independent producers and concessionaires in the country is that the first operate at their own risk.
