California’s Humboldt Bay Harbor District has issued a Solicitation of Interest (SOI) for planning purposes in relation to the Humboldt Bay Offshore Wind Heavy Lift Marine Terminal Project.

The project is intended to support offshore wind energy development in line with federal and state offshore wind goals. In January, the district was awarded USD 426.7 million (EUR 389.1m) by the US Department of Transportation (DOT) to build the first floating offshore wind port terminal in the western hemisphere and the first offshore wind port project on the west coast of North America. It is expected to raise matching funds from other sources.

The SOI is looking for information to help the district develop the project's scope, evaluate design and implementation approaches, explore public and private financing strategies, among other matters.

The district says that the project has progressed to 15% design and there has been substantial progress on special studies and environmental review documentation. However, additional information from interested parties is necessary to generate ideas regarding project scope, design, development, environmental stewardship, tribal and labour collaboration, offshore wind industry readiness and financing strategy.
