Sep 19, 2024 16:25 CESTThe government of Angola has invited expressions of interest from consulting firms to advise it on the implementation of the country’s renewable energy programme.
The invitation was published by the Ministry of Energy and Water, through the National Directorate for Renewable Energy (DNER). The programme, itself, will be financed by a USD-1-million (EUR 885,300) grant from the African Development Bank (ADB) that will support the creation of a procurement programme for independent power producers (IPPs).
To assist it in the process, the consultants being sought will have to identify institutional and regulatory gaps, propose specific incentive mechanisms for stimulating private investment in the renewable energy segment and design the procedures for undertaking competitive procurement activities for IPPs. Additionally, they will have to devise a framework for preparing projects eligible for IPP procurement and provide the necessary training related to the framework to government officials.
Both separate entities and joint ventures are allowed to take part. EoIs will be accepted by March 1, 2019.
The government of Angola has set a goal of lifting electricity access to 60% of the country’s population by 2025, with an expected 70% to be sourced from renewables.
