Emirates Water and Electricity Company (EWEC) has issued a request for proposals (RFP) for the development of the 1.5-GW Khazna solar photovoltaic (PV) project, located in the Al Khazna area of Abu Dhabi.

The RFP is being issued to the 19 bidders who were selected during the qualification process following the Expression of Interest (EOI) stage, EWEC said on Tuesday.

The winner in the competition will be responsible for the development, financing, construction, operation and maintenance of the solar facility. The developer will own up to 40% of the project, while the government of Abu Dhabi will hold the majority stake indirectly.

EWEC, the single buyer of power and water capacity in Abu Dhabi, will off-take the electricity produced by the Khazna plant based on a long-term power purchase agreement (PPA).

EWEC expects responses to the RFP in the third quarter of 2024. The companies and consortiums who submitted proposals will be announced at a public event.

Once up and running, Khazna Solar PV will boost EWEC’s total installed solar PV capacity to 5.5 GW. The development of Khazna follows three other large-scale solar projects in the emirate -- Noor Abu Dhabi, Al Dhafra Solar PV and Al Ajban Solar PV
