The grid operators in Latvia and Estonia have signed an agreement to jointly explore solutions to connecting an up to 1-GW offshore wind farm that is to serve both countries.

Latvia's AS Augstsprieguma tikls (AST) and Estonia's Elering AS announced the cooperation agreement in separate statements on Wednesday.

The Latvian and Estonian ministries responsible for energy signed a memorandum of understanding in September 2020 for the development of a common offshore wind project, called ELWIND, in the Baltic Sea. The project, which would range between 700 MW and 1,000 MW, is expected to be completed by the end 2030.

Elering and AST will be responsible for the construction of the offshore transmission network and the connection to the onshore grid.

Preliminary studies have been carried out on potential transmission routes in the Gulf of Riga and along west coasts of Latvia and Estonia. However, more detailed research and cooperation is needed for better evaluation and future decision-making, the companies said.
