Jamaica shortlists 78 MW of wind, solar capacity in govt tender

Oct 4, 2013 - The Office of Utilities Regulation (OUR) in Jamaica has shortlisted 58 MW of wind and 20 MW of solar project proposals in a government tender for renewable energy capacity.

The preferred bidders are Blue Mountain Renewables LLC with a 34-MW wind project in Munro, St Elizabeth; a 24-MW wind scheme in Rose Hill, Manchester by Wigton Windfarm Ltd; and US-based WRB Enterprises Inc who is proposing a 20-MW solar photovoltaic (PV) park in Content Village, Clarendon. The three companies need to submit the applicable proposal security by Oct 15, OUR said in a statement on October 1.

The preferred bidders offered power sale prices of between USD 0.1290 (EUR 0.095) and USD 0.1880 for their projects.

The tender targeted up to 115 MW of renewable energy capacity to be installed on a build, own and operate (BOO) basis. By June 2013 OUR had received two wind farm bids, one biomass and 25 solar project proposals. There were eight local participants in the bidding.

OUR noted that the firm-capacity portion of the tender which targeted 37 MW did not result in satisfactory proposals. Firm capacity refers to proposals for renewable energy plants such as biomass whole output does not depend on weather conditions. Newspaper the cleaner said that the government will re-tender these 37 MW.
