The government of Moldova plans to introduce auctions for onshore wind and solar power capacity in the third quarter of 2019, aiming to replace existing support mechanisms for renewables.

The tenders will be organised later this year and potentially in 2020 in line with Moldova’s goal of sourcing at least 10% of its total electricity production from renewables by 2020. They will be carried out with the assistance of the European Bank for Reconstruction and Development (EBRD), the latter announced last week.

The EBRD’s role will be to deliver technical assistance on drafting the tendering documentation and other related documentation needed to prepare the tenders.

As part of the task, the EBRD has issued an invitation for expressions of interest (CSU) for consultants ready to assist the Moldovian authorities in implementing the first wind and solar tender. Interested parties will need to make recommendations, respond to bidder questions and provide support during bid evaluation and power purchase agreement (PPA) negotiations.

Consultants will be selected through a two-stage open competition. Applications are being accepted by May 10, 2019. The assignment is to start in July 2019 and last 18 months.

The EBRD said it expects to finance the contract with the selected consultant. Its cost is estimated at EUR 1 million (USD 1.13m), without VAT.
