The New York State Energy Research and Development Authority (NYSERDA) on Wednesday launched the state’s fifth offshore wind solicitation that should help it advance towards achieving its goal of sourcing 70% of its electricity from renewables by 2030.

With the competitive tender, NYSERDA seeks to procure Offshore Wind Renewable Energy Credits (ORECs). The agency will await submissions under the Request for Proposals (RfP) by September 9, 2024.

“We're growing New York's green economy, building clean energy, and expanding economic opportunities for all New Yorkers,” said Governor Kathy Hochul.

The solicitation includes provisions such as inflation indexing, labour provisions, stakeholder engagement requirements, and more. NYSERDA plans to hold a webinar on July 22 to provide more information on the competition, as well as on a future coordinated supply chain solicitation.

The results from the fifth solicitation will be announced after contracts have been finalised and executed with awardees, which is expected to happen in the first quarter of 2025.

At the end of February, New York completed its fourth offshore wind solicitation by selecting Equinor’s 810-MW Empire Wind 1 and the 924-MW Sunrise Wind of Denmark’s Ørsted A/S as provisional winners in the round. The third solicitation was concluded with no final awards due to “technical and commercial complexities” between the winners and their partners. Three projects with a combined capacity of 4,032 MW had previously secured the winning status.
