The New York State Energy Research and Development Authority (NYSERDA) has received proposals from two well-known bidders as part of the state’s fifth competitive offshore wind solicitation.

The news comes with the passing of the September 9 proposal submission deadline for non-price information.

COMMUNITY OFFSHORE WIND

Community Offshore Wind, a joint venture of RWE AG (ETR:RWE) and National Grid Ventures (NGV), said it has submitted a proposal for the development of an offshore wind park on the largest parcel in the New York Bight lease area with the potential to host 3 GW of capacity, a press statement says. RWE and NGV secured the particular lease area in 2022.

The partners expect that their project will create almost 700 jobs and drive about USD 3 billion EUR 2.72bn) in economic activity. The proposal they have submitted includes a commitment to invest up to USD 250 million in New York’s workers and communities. The developers say that if awarded a contract, they will invest heavily in wraparound services for workers, job training programs, STEM education and technical assistance for small businesses. Furthermore, the proposal includes funding for conservation and fisheries support programmes.

The Community Offshore Wind project is expected to be in operation by the end of 2030.

VINEYARD OFFSHORE

Meanwhile, Copenhagen Infrastructure Partners’ (CIP) Vineyard Offshore has proposed to develop the 1,350-MW Excelsior Wind project that is seen to create thousands of jobs

The developer said it lodged the proposal with over 100 letters of support from local leaders and a host of stakeholders, including labor unions, fishermen, local businesses, workforce development agencies, and environmental organisations. Vineyard Offshore is also committing USD 50 million to workforce development, supply chain, environmental, fisheries, habitat and other local initiatives.

Excelsior Wind’s commercial operation is scheduled for 2031.

Both Community Offshore Wind and Excelsior Wind were previously selected in NYSERDA’s third offshore wind solicitation, but those awards did not result in the signing of contracts.
