Sri Lanka issues RfP for 30 MW of ground-mounted, floating solar

Sri Lanka’s Ceylon Electricity Board (CEB) has launched a competitive tender for the construction of ground-mounted and floating solar plants with a combined capacity of 30 MW.

According to the Request for Proposals (RfP) released on Monday, the government-owned utility is seeking bids for photovoltaic (PV) arrays of between 1 MW and 5 MW each, to be installed across five locations offering grid substations with available capacity.

The competitive selection is being carried out on an international level, CEB said. The bidding will be open until October 27, 2022.

The projects will be developed on a build-own-operate (BOO) basis. The scope of work includes the design, financing, procurement construction, commissioning, operation and maintenance of the PV plants and related equipment, as well as transmission infrastructure. Winners will sign 20-year power purchase agreements (PPAs) with CEB.

Separately, CEB has an ongoing tender to select contractors for the development and construction of a 100-MW solar park project in Sri Lanka’s Uva province, also on a BOO basis. Bids in the solicitation will be accepted by October 21, 2022.
