Swaziland seeks EPC contractor for 10-MW solar project, starts RfQ

The Kingdom of Swaziland, through the Swaziland Electricity Company (SEC), seeks to procure the service of an engineering, procurement and construction (EPC) contractor to build a 10-MW solar power plant.

This landlocked country in Southern Africa currently relies on electricity imports from South African electric utility Eskom but is looking to develop its own renewable energy generation capacity. The Ministry of Natural Resources and Energy (MNRE) and SEC have identified a site in the Lavumisa area of the South Eastern parts of the nation to build the solar park in two 5-MW phases.

SEC has launched a Request for Qualifications (RfQ) to shortlist EPC contractors for the project. The deadline for filing applications is June 27. The qualified bidders should be announced on July 4, after which the Request for Proposals (RfP) stage will commence with a bid submission deadline of August 6. The preferred bidder is expected to be announced on August 17 and the process should conclude with the signing of the contract on August 24.

The goal is to have the plant up and running by the end of July 2019. Once the sought EPC contractor achieves commissioning, it will hand over the facility to SEC, which will take care of its operation and maintenance.

Swaziland has developed an action plan that calls for increasing the renewable energy generation in the national energy mix to 50% by 2030.
